What is Planning for Healthy Babies?

Planning for Healthy Babies program provides benefits to women for family planning and family planning related services who do not qualify for other Medicaid benefits, or who have lost Medicaid coverage for any reason. In addition, there is an Interpregnancy care (IPC) component under the P4HB program that you may qualify for if you've delivered a VLBW baby on or after January 1, 2011.

Low Income, Women

Who is Eligible?

The waiver covers family planning services to women:

  • ages 18 through 44
  • who are not pregnant and able to get pregnant
  • who have not been sterilized
  • who are Georgia residents
  • who have income at or below two hundred percent (200%) of the federal poverty level (FPL)
  • who are not otherwise receiving benefits under another DCH medical program or private health insurance plan
(The P4HB program does not meet the requirements for coverage under the Affordable Care Act. If you obtain private health insurance you will no longer be qualified to receive P4HB benefits and services.)

In addition, women who have delivered a VLBW baby (birth-weight of 1500 grams, 3.3 lbs or less) are eligible for the Interpregnancy care program. In addition to the family planning services covered above, these women are also eligible for:
  • Primary Care (up to 5 visits per year)
  • Limited substance Abuse Services
  • Pharmacy benefits (non family planning medications)
  • Non-emergency transportation
  • Resource Mother outreach (case management)
  • Limited dental services

What is Covered?

Women enrolled in the P4HB program will receive the following Family Planning related services:

  • Family planning initial or annual exams (one per year)
  • Contraceptive services and supplies
  • Patient education and counseling
  • Follow up family planning visits
  • Counseling and referrals to:
    • Social services
    • Primary health care providers
  • Family planning lab tests:
    • Pregnancy tests
    • Pap Smear
  • Testing for STD(s)
  • Treatment and follow up for STD(s), except HIV/AIDS and Hepatitis
    • Antibiotic treatment for STD(s)
    • Treatment for limited infections identified during routine family planning visit
  • Sterilization
  • Family Planning pharmacy visits
  • Prescriptions for vitamins/folic acid
  • Select immunizations for participants 19 and 20. Participants age 18 receive vaccines at no cost.
  • Access to a Resource Mother (case management service) for women who have delivered a VLBW on or after January 1, 2011. Some of the services provided by the Resource mother include, but is not limited to home visits, coordination of services, and linkage to community resources.

How do I find a provider?

When you enroll in the P4HB program, you will select one of the following care management organizations (CMO)

Once a CMO is selected, you will be assigned to the CMOs affiliated provider network to receive the family planning and inter-pregnancy care services.
  • Women enrolled in the inter-pregnancy care component of the waiver program will have access to primary care, family planning, limited dental services, resource mothers (case managers), prescription drugs (non-family planning) and substance abuse services.
  • Women enrolled in family planning services will only have access to family planning providers. Primary care needs will be provided through referrals to federally qualified health centers, community health centers, rural health centers and the Department of Public Health.
